為抗議執政黨議員意圖修改憲法，允許總統連選連任，上百名巴拉圭示威民眾怒砸國會大廈、毀壞窗戶、焚燒文件，甚至放火以示不滿。不過，值得關注的是，該國會大廈是台灣捐款約台幣6億興建而成的，且總統蔡英文去年6月進行「英翔專案」時，也在此地發表演說。

巴拉圭參議院於3月31日通過憲法修正案，允許現任總統卡爾特（Horacio Cartes）競逐連任下一屆總統，此舉引起巴拉圭民眾的不滿，認為民主受到了迫害，憤而走上街頭抗議，並破壞國會大廈，甚至放旅行?????火焚燒文件、建築物。

巴拉圭是台灣目前位於南美洲唯一的邦交國，不過，值得關注的是，據巴國《最新時刻報》（Ultima Hora）報導指出，國會大廈是台灣捐了2000萬美元（約台幣6億）所興建而成的，125名國會議員所使用的筆記型電腦，也都是台灣捐贈。

此外，蔡英文去年6月底進行9天8夜的「英翔專案」時，其中一站也在此國會進行約10多分鐘的演說，內容除了強調台巴兩國的情誼以及為兩國建交滿一甲子的紀念給予祝福外，也為增加台巴邦誼，因此宣布將逐步增加巴拉圭牛肉的配額。

台灣對巴國的援助不只此國會大廈以及增加牛肉進口配額，當時蔡英文也強調要達成5個主要項目，其中包括逐年提撥總計7100萬的計畫，幫助巴拉圭5年蓋4500戶的社會住宅；撥款協助白鯧魚養殖、蘭花、飼料場以及衛生部的資訊化計畫等。

面對台巴之間的邦交關係，當時蔡英文一再強調，「這一次來我說的只有兩件事情，第一就是獎學金從台灣14位增加到28位；第二件事情則是會持續增加巴拉圭牛肉的配額進口到台灣。」
